From what I have experienced, this inconvenience used to feel like a hindrance.
you could now seamlessly switch between voice and touch while using Dictation on iPhone.
Hence, you no longer need to dig into the prefs app to choose a preferred language.

Dictation has long been one of my favorite iOS features.
So, Im really glad to see the huge improvements it has gotten.
