Damn wish I had seen this post earlier.
Updated to 16.3.1 and YES experiencing immediate app crashing.
Google photos not open and work properly.
Currently, it is unclear what is causing the Google Photos app to crash.
Thankfully, Google is aware of the issue and is already working on it to get it resolved.
